The AVNCOG Executive Board is overseen by the Executive Director, Robert Frank.  The board is responsible for setting policies, setting an annual budget, and providing a forum for all municipalities involved to discuss challenges and opportunities.   Each board member is an elected official representing one of the 11 municipalities and municipal authorities.  They meet monthly to discuss the needs of their communities and take necessary action on line items determined by the Executive Director and board.  

The AVNCOG annual operating budget is made up of the voluntary payment of annual dues, administrative fees related to implementing State and Federal grants for our municipal members, and certain service fees for the use of equipment and/or administrative services specific to a line-item project budget.

Some of the primary activities of the COG include:

• Joint Bidding and Purchasing,

• Grant Administration,

• Municipal Compliance with State and Federal mandates that apply to local government,

• Coordinate Federal, State, and Local programs of regional importance.​​
